It spawns at 79, so for most of a playthrough it is a poster on the wall. An alpha Aegidron stands at level 79, which beats waiting on a spawn. Digtoise does the job from level 17, at Mining 4. That is a 4-rank gap, so whatever you staff now is a placeholder.
Mining breaks ore, stone and coal nodes. Ore gates ingots, and ingots gate weapons, armor and most of the mid-game tech tree. Ore respawns on a timer, so a faster miner finishes the cluster sooner and then stands still.

Digtoise is the best Mining pal catchable before level 20, at Mining 4 from level 17.
The next rung up is Aegidron at Mining 8, which spawns from level 79. Take that as the swap and Aegidron as the ceiling.

What Mining level actually does
A higher Mining rank makes a pal finish Mining work faster rather than take on more of it at once.
Ranks run from 1 to 8 in the Palworld 1.0 data and Mining uses the whole scale, which is why one rank-8 worker on a station that draws a single pal at a time beats three rank-2 ones.
Work-speed passives here buy you a longer idle rather than more ore, unless the base sits on more nodes than one pal can clear. Count the nodes before you breed for Artisan.
