Only 2 pairs hit that average, so a stale list has a real chance of naming one that never worked. Surfent Terra is a variant form as well, and variants sit at ranks the common pals rarely average to.
Ours is the game's real 44,849-pair table, shipped verbatim rather than approximated from the rank formula. The 19,044 figure still in circulation is 138 squared, the pre-1.0 roster of base forms counted as ordered pairs, so it measures something else. One pair shows the difference.
